A 12-month snapshot in the life of 7-year-old Tommy, living in poverty in Manchester's Hulme. Living with his siblings with an abusive father and negligent mother, in a single year Tommy falls foul of the welfare officers, the nuns, the police, and Myra Hindley and Ian Brady.
