The hour of quiet and repose is the season most proper for cool and dispassionate reflection. The alarm and hurry incident to busy and eventful scenes, and the turbulent passions excited by a suspension of hope and fear, in a state of extended and hazardous hostility, disqualify the mind for such attentive consideration of the commonwealth, as is necessary, in order to enable a good citizen to act in the manner most conducive to the solid and substantial interests of his country. Such consideration is useful at all times, but more particularly so in a period decisive of our future welfare.
