Excerpt from A History of the Law of Nations, Vol. 1In this last connection I would say that, in spite of much criticism, I have pursued my former practice of constant citation. I have recourse to citation, not only as pointing to the sources of my personal authority for particular statements, but as directing to stores of further information which might possibly otherwise escape the student who would prosecute research into wider fields. I have, moreover, no desire to affect originality where the merit has been that of another.I would remark with regard to the method I have followed in confining attention in the volume now issued to the inter national relations of Europe, that I am far from disregarding thereby the claims which might be preferred in a History of Civilisation on behalf of certain States of the East.
