Since the end of World War II, Americans realized that the only way to keep America out of war is to keep the world out of war. The best way to do this is to have a credible armed force that can readily go into combat immediately. America must have the capability to fight a conventional war and not immediately resort to nuclear war. This can be done credibly and economically with a new type of reserve force.
