There is a perfect fitness in this arrangement. For of this war it may be said, without qualification or reserve, that it is the war or the people. N 0 Government made it. It was from the outset the fixed determination of the Northern people that the nation should not submit to dismemberment. This is their own war, fought by their own sons and brothers, for the accomplishment of purposes which are dearer to them than life. It is fitting that they should assume the care of an army which is so emphatically their own.
