Ans. - About three months. Ques. - What progress had the South made in that time 7 Ans. - The State of South Carolina, Georgia, Alabama, Mississippi, Louisiana and Florida had seceded, and all their forts. Arsenals, dock yards and custom houses had been seized and held 1n Open hostility to the Government, except Fort Pickens, Taylor, J effer son and. Sumter. Ques. - Did James Buchanan, as President of the United States, use the means within his power to, suppress the rebellion 'ans. - He did not, for his views and feelings were with the South. Ques - Have we an evidence of this? Ans. - The 16th of arch, he wrote a letter to Jefferson Davis, in which he used the following language: I first went to Congress in December, 1821, and throughout my whole publico career have been unif01m 1n maintaining the just Constitutional rights of the South. 1 shall be assailed as long as I live foi having gone further in support of the South than Southern Senators and Representatives. I am committed to the Missouri, Compromise, and that Compromise shall stand, under these circumstances, it would be madness in me to take higher ground for the South than they have taken fer themselves, this would be to out-herod Herod, and to be more Southern than the South. Ques. F - What, other evidence have we Ans - The special Message of James Buchanan that was sent to Congress on 9th J an nary, 1861. The most important feature of the document 13 in regard. To the rebellion, in which he says: The right and duty to use the military and naval orces against those who illegally assail the Govemment are clear and indisputable. At he cohsiders the present state of things revolutionary, and beyond Executive control, and throws the whole responsibility of action upon Congress. He alleges as a reason for not sending rgnforce ments to Major Anderson, that such an action would have furnished a pretext, not the provocation, for aggression on the part of South Carolina.
