With satisfaction the increasing attention given year by year to sanitation, and while far more is expected of the Board than formerly, our work is much facilitated by this change in the public estimation of its value and necessity, as well as by the disfavor of the community which usually meets any individual who attempts to dis regard the suggestions or requirements of the Board. When such an one finds few or none to applaud his course, he usually concludes that discretion is the better part of valor.The time is at hand, if indeed it be not already present, when some pretty radical changes ought to be made in the functions and methods of the Board. The public convenience requires that the Board should have a public office which should be kept open during business hours. It should have the Control of the city hospital or pest house, and of the registration of vital statistics.
