Excerpt from Annual Report of the Board of Health of the Department of Health of the City of New York for the Year Ending December 31, 1903

The Department undoubtedly saved much more than the salary of this Inspector from the fact that the contractors were compelled to deliver the articles called for in the contracts in accordance with the specifications therein contained and on which the bids had been made. Heretofore, they had delivered inferior goods and the resulting profit to the contractors was a loss to the Department. Much valuable help in check ing these frauds was given by the chemical laboratory of the Department.

In his journeys among the various offices and hospitals under the control of the Department, this Inspector was instructed to make reports as to the condition of the supplies as he found them. Reports were submitted, from time to time, showing that there was great carelessness 'in some of the hospitals as to the manner in which food and drug supplies were cared for, and these conditions, having been brought to the attention of the Superintendent of Hospitals, were immediately corrected.

Among other duties imposed upon this Inspector was that of the weighing of coal delivered under contract to the Department. A very significant thing in relation to this matter came to light in the latter part of the year, namely, that the weights of three' different cargoes of coal delivered to Riverside and Willard Parker Hospitals showed shortages of approximately forty - five tons, in shipments aggregating about twelve hun~ dred tons. This meant a saving to the Department of about $220.
