Chuck Duffy began some of his EEO presentations with, "I'm from the government, and I'm here to help you." The line was usually met with laughter, guffaws, and sometimes a note of dread. The early years in the quest for equal employment and education opportunities were marked by starts and stops, twists and turns. Sometimes the 180º shifts were due to changing administrations.
