A study of how a small state reacts to sanctions and the difficulties it encounters in applying them. The interplay of external and internal forces in Greece's implementation of such a policy during the Italian-Ethiopian crisis of 1935-1936, and especially the role of the military, is examined through hitherto unpublished archival sources.
