When the 25 or 50 inmates left the dining room and went to B-5-9 dormitory this concerted action con stituted a serious and flagrant breach of the rules, and violation of orders, on the part of this group of inmates.As the Superintendent was at that time in the institution, it was the duty of Sergeant Maxwell to report fully the situation and the facts to the Superintendent.Secondly.
