Excerpt from Congressional Legislation: Speech of Hon. Isaac N. Arnold, July 14, 1864In the winter of 1862 I introduced a bill, now, as amended, the law of the land, which secures freedom to all persons through out all the Territories of the United States. In this connection I wish to say, that I regarded these measures as the beginning of the great work of freeing Our country, our whole country, from the curse of slavery.
