Excerpt from Correspondence With the Federal Government, and Accompanying Papers, Respecting the Provincial Boundary Since Last Session
In a word, from 1774, when the Quebec Act was passed, until 1871, the uniform con struction placed on the Act (except in the instance Of the fruitless trials of 1818 in Lower Canada) was in favour of a westerly boundary at least as distant as that laid down by the Award. The most valuable part of the territory lies on the westerly side of the Province, and it is this part, to the extent of square miles, which, by the Act of 1881, the Federal Parliament attempted to transfer to the provincial jurisdiction of Manitoba.
