In 1828, New York City bought a two-mile-long island in the East River called Blackwell's Island. Over the next 100 years, the city built a lunatic asylum, prison, hospital, workhouse, and almshouse. Horn re-creates daily life on the island (now Roosevelt Island), what politics shaped it, and what constituted charity and therapy in the 19th century.
