Excerpt from Debates of the House of Commons, From the Year 1667 to the Year 1694

Sir j'ohn Emlyn] As to Spain's making Peace, Ifear it is.n0t in our power to make it better, or worfe. Spain has been offered fupply from England and Holland, and has not accepted it, which makes me {tumble at it, and what France parts with to Spain, he will have again, fir¿: or hit. But I would gladly know how the King can tell you, whether it will be Peace, or War for I cannot tell you. The King tells you, he had rather have War, and {0 would I. If the Spaniard: deliver up to the French this great town, then our men are loft, and I fear we {hall give them opportunity to break the League, for they (holland) will fay, France can proteét us, and you can not. And that will be a Commonwealth's principle, to take him that can belt proteét them. In my reading, when the King has alked advice of this Houfe, they have referred it to the King and his Council, but now the King afks it, with expeétation of an anfwer. Therefore I conceive now, that the King has War and Peace in his power, and fo have the States, &c., And I think it not advifeable to do any thing to put the Dutch Upon going out of the league and as we defire to befarther enlight ened, fo mutt the King, before he can give you an anfwer.
