Excerpt from Federal-State Cooperative Snow Surveys and Irrigation Water Forecasts for Arizona: As of March 1, 1954Runoff potential has not improved since the Febru ary 15 report. Estimate presented below represent new base flow indications. Occasionally, late storms re sult in increases in snow stored moisture sufficient to be significant, but seldom.in dry years. Spring rains which result in substantial runoff also occur occasionally but again usually not in dry years. Long range weather forecasts at present do not seem to hold much promise for precipitation much above normal.
