Brief ly it is a scheme invented by certain distin guished people who see plainly the necessity of improving the avenues of circulation. In order to facilitate business, and of beautify ing certain portions of the city in order to give the people (although they are now in different) opportunities for recreation and physical improvement, on the principle that All work and no play makes Jack a dull boy. That the people will immediately appreciate a betterment of conditions is very evident.
