Excerpt from Fourth Annual Report of the Directors and Superintendent of the West Va. Hospital for the Insane: For the Year 1867According to the original design, the permanent kitchens are to be located in the north-west and south-west angles of the centre building, the foundations of which are already laid. The board have determined to proceed with as little delay as possible, to raise the walls Of the nor'th~west angle sufficiently high for a basement and principal kitchen, and roof it in, in such a manner as not to obstruct future construction, finish the interior, and put in permanent apparatus for cooking.By means of a railway to be laid down in the basement, the food can be distributed readily to the dumb-waiters, and be elevated by means of them, with great facility to the eating-rooms in the different stories.The subject of lighting the building has received very considerable attention from the Board at their official meetings, and by the individ ual members in the intervals. Up to the present, lamps and carbon oil have been used, but in an establishment of this kind this method of lighting is not thought to be either safe or economical, and is known to be very inconvenient. Pipes and fittings for the introduction of gas have been put in place as the building has progressed, and it has finally been resolved by the Board at its present meeting, to construct without delay, the necessary works for the manufacture of gas, and they now fully expect to have the building lighted by that means as soon as the first of January next.The accounts of the Superintendent of construction show an expandi ture for the year ending September 30th of 57, the details of which are too lengthy to be inserted in this report. Of this sum about remains unliquidated in consequence of some little delay in the payment of drafts drawn by the Treasurer of the Hospital on the Treas ury of the State. It is believed the unpaid balance will be adjusted in a few days.The Treasurer's report exhibits the amount that has come into his hands from the State Treasury and other sources, during the year, and the manner of its expenditure.
