America is a nation at war. In prosecuting this war, enemies are captured and held. Do these enemies deserve the protections and privileges of the Geneva Conventions, or not? If not, how are they to be treated? What is allowed? What protections can be waived? Which are basic human rights? The guidance provided to the troops on the ground is confusing, to say the least. Rather than abiding by existing military doctrine and training, there is a loosening of the rules. Instead of mandating all detainees be treated in accordance with the Geneva Conventions, senior leaders are stressing humane treatment.
