A preliminary report was issued in A discussion of the fundamental problems relating to the State as a whole, published in 1909 2 meets in a broad way the require ments of the scientist and the engineer, but it is not designed to furnish a solution for local problems and is not sufficiently detailed to furnish data for use in a quantitative study Of ultimate supply and its utilization.
