Provides guidelines to improve understanding of the factors that facilitate and/or hamper the implementation of safety and quality improvements on the part of fruit and vegetable producers, especially small-scale ones, and also of the need to propose integrated solutions that take account of the producers' technical, administrative and economic capacities.
