Can we not adopt a similar course with regard to those topics of International Law which are not matters for municipal legislation, and which there fore do not come within the scope of a work on any branch of positive law? Can we not, that is, see what is the true character of those inter national relations which are in no way concerned with law, and show that they may be discussed in general terms, and at the same time called by their right names?
