Their numbers, the circumstances of their past history and present condition, and more especially the relation in which they stand to the people of the State, suggest many important questions concerning their future destiny.Born to an unpropitious fate, the inheritors of many wrongs, they have been unable, of themselves, to escape from the complicated difficulties which accelerate their decline.
