The extensive task of compiling the material was com mitted by the Executive Committee to the Secretary of the Council, Rev. Charles Emerson Burton, D.D. In undertak ing the task the Secretary consulted numerous manuals used in the past by both Congregational and Christian churches. In the latter body there was found no authoritative manual except for the Southern Christian Convention. Among Congregational churches the only authorized manual dis covered was that called The Council Manual, which was prepared by instruction of the National Council in 1892, authorized by the meeting in 1895, and definitely approved in 1898. Many other manuals published by individuals without denominational authorization were carefully con sulted, including those of Rev. Joseph E. Roy, D.D., Rev.
