Much had been recently said and written against the savage practice of ¿ogging in the army, and while the mutiny-bill was pending, a clause was inserted at the motion of Mr. Manners Sutton, empowering courts martial to substitute at their discretion the punish ment of imprisonment. A bill also passed, authorizing an interchange of the militias of Great Britain and Ireland, not exceeding the proportion of one-third. By a clause of this bill, Irish catholics serving in England were entitled to all the civil, military, and religious exemptions which they possessed in Ireland.
