Excerpt from Message of the Executive to the General Assembly of Maryland: At Its Regular Session, January, 1874

In the discharge of the duty, imposed by the Constitution upon the Governor, to inform the Legislature, from time to time, of the condition of the State, and to recommend to their consideration such measures, as he may judge necessary and expedient, I shall endeavor to confine myself to matters of practical importance, and present my views without verbiage.

Since the creation of the Treasury Department, (consisting of the offices of Comptroller and Treasurer, ) under the Constitution of 1851, and its adoption by the subsequent Constitutional Conventions, the Executive Department has been relieved of the general supervision and management of the finances of the State. Consequently, at the last session, I deemed it to be my duty, without regard to my own opinion, as to their probable efficacy, to give Executive consent to all those measures emanating from that department, which, it was supposed by the Comptroller, would advance the public interest and increase the revenue of the State.

Actuated by the same sentiments, I shall not entrench upon the province of that co-ordinate branch of the State Government, by recommending the passage of bills, not suggested by the Comptroller.
