Committee called to order at 10 a. M. By Hon. Samuel IV. Smith, acting chairman.

Mr. Smith. The purpose of this meeting is to grant a public hearing on S. 5221. I would suggest that we proceed, and would like to inquire who desires to control the time on the respective sides.
