Excerpt from Seventeenth Annual Report of the State Board of Health of Illinois: Being for the Year Ended December 31, 1894, With an Appendix Containing the Official Register of Physicians and Midwives 1895

From a very large correspondence received in answer to this letter, it was ascertained that the order of the Board has been very generally disregarded throughout the State since 1882. Out side of the larger cities, not to exceed 10 per cent. Of the school children had been vaccinated. Moreover, it appears that this order was looked upon as merely advisory and the authority of the Board to promulgate such an order was not conceded and many objections to its enforcement were made. With a view to correct ing wrong impressions regarding the nature of the order, the fol lowing letter was sent to the clerk of the board of school directors of each school district in the State - about in number and with it a blank form for making returns.
