The treaties are no doubt far beyond the intelligence of even the rulers in all their bearings, and it is well that they should have a higher stand constantly before them than they would propose if left to themselves, but a reasonable hope may be indulged that more real benefits may be conferred by foreign in¿uence acting through the operations of these treaties among the three nations than in any other way.
