Excerpt from The Extension of Local Self-Government in BengalNow that Sir Charles Elliott thinks it desirable to reduce the priestess of the self-governing institutions in the country, it will, I am afraid, be crying in the wilderness, to speak of the extension of Local self-government in Bengal. However, it may be hoped, His Honor is not so much opposed to the extension of Local Self Govern ment, as he is anxious to see that the nowere entrusted to such bodies be not abused. It was about three years ago, early in 1890, I wrote a. Pamphlet on the formation of Village Union Committees, when the government of Sir Steuart Bailey contemplated the establishment of these bodies. It seemed to have borne some fruit because'from the resolution of that very year, on the working of the Local Self Government Act, we learned that a scheme for the gradual establish ment of the Union Committees had been submitted to the Government of India. Sir Charles Elliott is opposed to this scheme, and desires their postponement for an indefinite period. As I believe Sir Charles Elliott to be a sincere well wisher of the country, and as the question is of vital importance, I venture to republish the pam phlet with some additions, rendered necessary on account of Sir Charles' attitude towards the scheme and it is to be hoped His Honor will see the way to follow up the scheme of his predecessor and give effect to the wishes of the government of India, and thus earn the undying gratitude of the poor villagers of this country.About the PublisherForgotten Books publishes hundreds of thousands of rare and classic books.
