As I knew naming of the Contents of his Mijclly's Speech, till I heard It from the'lhrone, it cannot, my Lords, be pnei'umed that I can Rate my Objeftions to the Addrefi now propofed, in fuch a regular Manner as I might do, if a Day were appointed for our taking the Speech into Confidention: I believe there are a great many other Lords in the fame Circumfiances u ith me and although we had, in a private Manner, been fully inform ed of the Contents of that Speech which was to be made. Yet I do not think it regular or confifient with the Dig mity of this Houfe, to proceed upon any fuch private In formation. As Members of this Houfe, we can have no under our Confideration, nor ought we to form an Opinion or a Refolution about any thing, till it has, in a proper andregnlar Manner, been laid before the Houfe, and, in this light, I am of Opinion none of your Lord {hips can fay, that you have fully and maturely confidered the Speech now before you for my own Part, I am {are I cannot, but, even fi'om the little Time I have had to eonfider the Speech and the Add refs now moved for, I am fine I cannot pretend to fay, that my Hopes have been anfwered by the Peace that has been concluded, or by any thin elfe that has happened, for I mult fay, I could ne ver orm any Hopes from the Meal'ure's we have taken, or from any Account of our late Tranfaétions, that has e' been laid before this Houfe, and, I believe, there a many of your Lordlhips, who have always been of the fame Opinion with me, therefore, if we refolve to men tion in our Addrefs, any thing about our H0pes, I think we ought to fay, that by various hidden Caufes, and er traordinary Incidents, Providence has been pleafed, without any Merit in us, to bring about a Peace, far beyond our Hopes, and even contrary to our Expeé'tations. A Peace, my Lords, has, it is true, been brought about, but I am very certain, we cannot fay it is agood Peace for this Na tion 3 null am much afraid, it will not be {0 lalling as Esme People may perhaps imagine.
