Excerpt from The Nature and Office of the State

The following Treatise was composed some years ago, and is published at this time in consequence of recent events having given a fresh interest to the subject which it discusses. But as the writer has seen no reason to alter the views he had long before adopted, he has printed the work nearly as it was originally written, with the exception of a few paragraphs which were recently added.

This is stated in order to explain why it is that in a work on such a subject the reader will find very Blight reference made to the many striking occurrences which have marked this year, and the interesting questions to which they have given rise.

Perhaps an explanation is also required why certain of the subjects introduced in the course of the discussion receive a consideration very inadequate to their intrinsic importance.
