Let me now, however, call attention to the fact that whether designedly or not, there is a disposition, upon which many individuals have already acted, to declare to the country that there is only one branch to the government's de fence policy, and that is the branch of contribution, that a permanent policy has been thrown to the winds, and there is to be.
