But Commissioner Wilson, who is every bit as wise as he is senile, has done away with 99.93%% of his police force in a mad cost-cutting exercise that has left Topham City's already stretched blue line of law and order thinner than ever.

Nowadays, the only crime-fighting weapons at his disposal are Frankie Corleone, his cowardly Chief of Police, and Officer Maybe, his last remaining copper.

Oh... and a couple of unpredictable, fist-happy maniacs from the local mental hospital who are more than happy to work for free.
