When some months ago I visited the Prisoners of War Bureau at 49 Wellington Street, London, I obtained an insight into the organisation and the prompt working of this institution which, at the out break of the war, the War Office had established in accordance with Article XIV of the Hague Regula tions concerning the laws and customs of war on land. I think that the public ought to have an opportunity of knowing something about this Bureau, and I therefore suggested to my friend Mr. Ronald F. Roxburgh, a Whewell International Law scholar of the University of Cambridge, that he should study the organisation and working of the Bureau and should write the present book. I am sure that every reader will be grateful to him for the lucid description he has given.
