It is hardly necessary to say, therefore, that it was written entirely free from the in¿uence of the controversy, and in a much calmer and more judicial frame of mind than would be possible now. Reperusal of the work has convinced me that no new facts have been brought to light in the interval to modify the position I then took, rather am I more firmly of the opinion that it one. For this reason I have decided to text, with only such alterations as are necessary to make the incorporated statistics the latest obtainable, and whenever I have desired to make fresh comment, I have done so in the form of a special footnote, thus making the second edition as nearly as possible an exact reproduction of the first.
