Without the eu thority of law necessary to enforce the observance of proper sanitary regulations, the State Board of Health can accomplish but little' beyond its present limited functions as an advisory Board, and without the pecuniary means necessary to carry into Operation the investigation of hygienic subjects, many important questions must fail of the proper amount of study.
