That country was then peopled by Indian tribes of a gentle, pliant disposition, very different from that of the warlike Red Indians, and governed by a race of royal Indians called the Incas. It may be as well to point out here that, as Columbus died under the impression that in discovering America he had really discovered the East Indies, the name Indian was applied indiscriminately to all the inhabi tants of both Americas. Thus the Spanish word mdz'ewo in its modern use may be taken to mean a Spaniard who has made his fortune in America. The rule of the Incas, according to Garcilaso de la Vega el Inca, seems to have been beneficent, yet firm they exacted tribute from the very weakest and poorest, but on the other hand provided for the needs of all their subjects even to the point of arranging marriages for them. Garcilaso de la Vega el Inca himself was the son of an Indian princess and of one of the earliest conquistadores.
