As a preface to this command, Jesus said, All power is given unto me in heaven and in earth. And as Jesus is Declared to be the Son of God with power, He had the authority to give gifts to men, and qualify them for the respec tive offices they were to fill, and send them forth as lambs among wolves to preach the gospel to both Jew and Gentile wherever they be located.
