»The Total Surveillance Account«: The >total surveillance account< is understood as a >double proportionality test<. The paper examines whether the constitutional principle of proportionality is suitable as a basis for such an >account<. For this purpose, methodological problems of balancing interests and guidelines of constitutional court jurisprudence on security law are analyzed. At the end, a proposal for the operationalization of a surveillance account is developed.
